About Liverpool
Flats are a big part of Liverpool life. At the 2021 Census, almost a quarter of the city’s households (about 23%) lived in a flat, maisonette or apartment.
The waterfront was a UNESCO World Heritage Site from 2004 until UNESCO removed it from the list in July 2021. Listed buildings and conservation areas are still protected by planning law.
Liverpool has 36 conservation areas, covering 9% of the city and about 19,000 properties. In and around the city centre they include Albert Dock, Castle Street, Duke Street, William Brown Street, Rodney Street, Canning Street, Mount Pleasant and Stanley Dock.
If you let your flat, Liverpool’s selective licensing scheme may apply. It covers about 80% of privately rented homes in the city and is due to end in March 2027. The council is consulting on what comes next.

Worth looking out for
- Higher-risk buildings. Blocks of 18 metres or 7 storeys and above must be registered with the Building Safety Regulator.
- Cladding. Buildings of 11 metres or more with unsafe cladding may qualify for the government’s Cladding Safety Scheme.
- Mixed use. Where shops or bars sit below the flats, the lease should say how costs are shared.
- Letting your flat. Check whether you need a selective licence.
Every building is different. Book a call back and we’ll talk you through what matters for yours.
