Private housing estates
Estate charges, roads, drainage and open spaces.
Many newer estates have roads, open space or drainage that the council has not adopted. Homeowners pay an estate charge, usually under covenants in their transfer deeds.
What is changing
Part 5 of the Leasehold and Freehold Reform Act 2024 will give estate homeowners rights to information and to challenge unreasonable charges. These rights are not yet in force; the government consultation closed on 12 March 2026.
