Fire risk assessments for blocks of flats
Who needs one, what it covers, and how often.
Reviewed by Mark Cunningham AssocRICS MTPI MIFSM, Leasehold Director. Last reviewed 3 October 2026.
The Regulatory Reform (Fire Safety) Order 2005 requires the Responsible Person to assess the fire risk in the common parts and act on the findings.
What it covers
Since the Fire Safety Act 2021, the structure, external walls, balconies and flat entrance doors are in scope. Since October 2023 the full assessment must be recorded, along with the Responsible Person's contact details, and relevant information shared with residents.
Who should carry it out
A competent assessor. Registration on a recognised register is a good sign of independently checked competence.
How often
Review it regularly and whenever something significant changes, such as works, a fire or new information about the external walls.
